JOB SUMMARY
 
The Procurement Manager is responsible for all aspects of contracts and purchasing. Day to day operations include development of RFP’s, reviewing and negotiating agreements, purchase orders, managing the procurement card program, and changes to existing contracts and purchase orders. 
The Procurement Manager will be a key advisor to senior management in setting procurement strategy and ensuring consistency with company policies, procedures and best practices. Suppliers include domestic and international businesses, educational institutions and non-profit organizations.
 
DUTIES/RESPONSIBILITIES
  • Review and participate in all aspects of Procurement activities, including negotiations and documentation of proposed transactions, contractual agreements, master service agreements, software licenses and lease agreements and modifications. 
  • Partner and provide guidance to internal technical staff concerning procurement issues including the preparation of statements of work, technical requirements and the technical management of awarded purchases. 
  • Provide advice and guidance to Company management on contractual rights, risks, and obligations; establish critical terms and conditions. 
  • Develop and implement policies and procedures.  Ensure compliance with corporate policy and applicable laws.
  • Prepare and conduct training of employees relating to policies, procedures and procurement requirements and processes.
  • Work with key stakeholders including General Counsel on matters requiring legal review.
  • Manage department reporting and files
 
ESSENTIAL QUALIFICATIONS
  • Bachelor’s Degree in Business Administration with MBA, C.P.M degree preferred.  
  • 6 to 8 years of successful experience in Procurement Management and Administration with 5-7 years working directly on engineering or scientific/technical projects.
  • Able to motivate, train and develop employees to achieve superior business results.
  • Excellent knowledge of contract and procurement activities including contract formation, negotiation, post-award administration, close-out and terminations. 
  • In-depth knowledge of various contract types (e.g., Time & Materials, Fixed Price, Cost Reimbursable, Master Service Agreements, Task Orders, etc.) and their respective pricing structure and terms. 
  • Experience managing the competitive bidding process including informal and formal supplier solicitations (e.g., RFPs, RFQs, etc.), establishing bid evaluation criteria and strategies to arrive at a fair and reasonable price. 
  • Experience in the development, review, evaluation and negotiation of terms and conditions and engineering, contractor, supplier proposals.
  • Working knowledge of U.S. Export Administration Regulations (EAR)
  • Excellent commercial and business negotiation skills
  • Excellent written and oral communication and presentation skills
  • Ability to work and manage with interdisciplinary teams to ensure contractual requirements are met.
  • Computer literate with MS word office products, spreadsheets, and database programs.
  • High standard of ethics

  • Well-organized and able to multitask
  • A self-starter with the ability to work independently, under pressure and meet deadlines
 
DESIRED QUALIFICATIONS
  • Extensive knowledge of commercial procurement laws, practices, standards, Uniform Commercial Code (UCC), incoterms
  • Understanding of Project Management activities
  • Strong background in international and commercial complex purchases
  • Experience in, or knowledge of MS Office Products, Purchasing software applications
  • Ability to write and speak Spanish proficiently is preferred
